How much does it cost to fix a leaning fence?
Count the bad posts and you have most of the answer. A lean is a post problem, so one or two posts is a standard repair and a whole side of loose posts is a major one. When most posts on a run have gone, rebuilding that run is cheaper than paying for visits one post at a time.
Why is my fence leaning, and can it be fixed without replacing it?
Around Amarillo the cause is nearly always wind working on a solid fence, helped by posts that rotted at the soil line or were set too shallow. Dry clay also shrinks away from a footing in a drought and leaves the post loose. If the pickets and rails are still good, new posts under the same panels is a sound fix.

Yes. Frost heave is less of a problem here than up north because the ground does not freeze as deep, but posts still move. Clay swells when it is wet and shrinks when it is dry, and shallow footings ride up and down with it. Pushing the post back does not hold. We pull the post and footing and set it deeper, with the concrete shaped so the soil cannot grip and lift it.
My fence line goes wavy every winter. Is it the soil or a bad installation?
Some of each. Soil that swells and shrinks will move a shallow post, and months of wind from the southwest and west lean a weak post a little further each season. Posts set deep enough, with enough concrete and close enough together, stay straight in the same ground.
A branch bent my aluminum fence. Do I need a whole new panel?
